Specific to website hosting, cloud hosting works in a way such that your website pulls from the virtual resources of multiple servers to provide for all the aspects of what it takes to host your site. The cloud is the server cluster and this method of hosting makes for a balanced load. The resources are made accessible virtually and can be availed when needed.
BlueHost Shared Hosting – Resource Protection
With shared web hosting sometimes other users websites can use up too many resources which can effect the performance of your website if your on the same server. Common practice in this situation is to suspend the website that’s causing the problems and/or move that customer to a Virtual Private Server (VPS) or a dedicated server.
BlueHost developed their own proprietary solution to resolve these types of issues. It saves customers from having to deal with the effects of abusive users on the same server that consume too much CPU, memory, or other resources. BlueHost’s resource protection comes free with every hosting plan and is 100% automated.

Seems like just daily maintenance has been “termed” abusive. I have been hosting my websites at BlueHost for 3 years now, and I do not consider myself an abusive user however, lately anything I do including routine maintenance causes BlueHost servers to over throttle an lock my account. The claim of “Unlimited space” is also false advertising. My sites recently went over 3GB (6 sites combined) and my account was locked until I freed up space. The advertisements say “Unlimited” but the “terms” say otherwise and, you will get a nasty email quoting the terms you probably didn’t know existed because like me you didn’t read them. The trade off for using a cheap hosting company like BlueHost is that you get what you pay for: “limited, slow and hassles but cheap”.
